Welcome to PEL Learning Centers, where we believe education is more than simply matching grades to grade levels; it's also about helping every student figure out their strong points, build long-term confidence, and reach their real potential.
Since 2013, PEL has grown from one inspired idea into a lively community with 11 locations across California and served over 10,000 students. Using our own proprietary materials, we create individualized learning plans, and we guide students with the specialized “PEL Method,” which changes the way they learn, reason, and improve.
Our Founders’ Story: Driven by Passion & Purpose
Back in 2013, after some life-changing moments, our Founder & CEO, Ms. Katherine Low, and Co-Founder & President, Mr. Han Fung, decided to step away from their corporate careers. They had one clear goal, and it was serious: to make the world a better place by helping children reach their full potential through character transformation.
What started as a vision has become something bigger, like a cooperative community where students uncover their academic strengths, and local instructors or franchise owners gain a deep professional sense of meaning. Day after day, we witness lives shifting for the better, self-esteem coming back, and brighter futures getting shaped in a very positive direction.

Basically, the “Challenges We Solve” are more than just cramming, because a lot of classrooms are still stuck on that one-size-fits-all pattern, where some kids end up lagging behind, and others are not really getting pushed enough. PEL is built to close both academic and behavioral gaps, with a focus that feels more personal, more attentive. Like we look at what’s actually going on for each learner and then we respond, not just repeat the same routine over and over.

To ensure students never feel frustrated or overwhelmed, we manage their working memory capacity through:
- Information Chunking: We break complex topics down into tiny, digestible, sequential pieces. New concepts are introduced step-by-step and cumulatively across all levels.
- Streamlined Curriculum: Our worksheets eliminate irrelevant details, focusing solely on the core learning objective to prevent working memory strain.
- The "Just-Right" Level: Students work at an instructional level that stretches their ability just beyond their comfort zone—stimulating growth without causing anxiety.

Additionally, our students use active retrieval methods and apply old skills to new contexts, prompting the brain to store knowledge permanently.

Through our process of Scaffolding and Fading, PEL coaches step in with robust modeling when a concept is brand new, then systematically fade their support as the child gains competence. This builds independent problem-solvers who don't rely on parental or tutor oversight at home.
