Welcome to PEL Learning Centers, where we believe education is more than simply matching grades to grade levels; it's also about helping every student figure out their strong points, build long-term confidence, and reach their real potential.

Since 2013, PEL has grown from one inspired idea into a lively community with 11 locations across California and served over 10,000 students. Using our own proprietary materials, we create individualized learning plans, and we guide students with the specialized “PEL Method,” which changes the way they learn, reason, and improve.

Our Founders’ Story: Driven by Passion & Purpose

Back in 2013, after some life-changing moments, our Founder & CEO, Ms. Katherine Low, and Co-Founder & President, Mr. Han Fung, decided to step away from their corporate careers. They had one clear goal, and it was serious: to make the world a better place by helping children reach their full potential through character transformation.

What started as a vision has become something bigger, like a cooperative community where students uncover their academic strengths, and local instructors or franchise owners gain a deep professional sense of meaning. Day after day, we witness lives shifting for the better, self-esteem coming back, and brighter futures getting shaped in a very positive direction.

The Challenges We Solve: Beyond Rote Memorization

Basically, the “Challenges We Solve” are more than just cramming, because a lot of classrooms are still stuck on that one-size-fits-all pattern, where some kids end up lagging behind, and others are not really getting pushed enough. PEL is built to close both academic and behavioral gaps, with a focus that feels more personal, more attentive. Like we look at what’s actually going on for each learner and then we respond, not just repeat the same routine over and over.

Academic gaps & pace mismatches

If a student needs to catch up on the fundamentals or if they’re ready to move ahead years beyond where they are placed, we deliver core-aligned individualized programs in Singapore-style Math and English Language Arts (ELA). It’s not generic, it’s tailored.

Lack of independent study skills

We teach children how to learn, not just what to memorize. Students learn how to organize their ideas, set concrete goals, and practice self-regulation habits that help them become independent, self-driven scholars, step by step.

Low self-confidence

We shift the whole mindset around mistakes, we treat them as natural “stepping stones” to success. And our supportive coaches help students see challenges as interesting chances to grow, which builds real resilience, even when things feel hard.

Character & whole-child development

Every child's journey begins with a complimentary diagnostic assessment to pinpoint their unique strengths and learning gaps. We then design a customized program tailored entirely to their active learning style and current academic level.

2. Overcoming Cognitive Load

To ensure students never feel frustrated or overwhelmed, we manage their working memory capacity through:

  • Information Chunking: We break complex topics down into tiny, digestible, sequential pieces. New concepts are introduced step-by-step and cumulatively across all levels.
  • Streamlined Curriculum: Our worksheets eliminate irrelevant details, focusing solely on the core learning objective to prevent working memory strain.
  • The "Just-Right" Level: Students work at an instructional level that stretches their ability just beyond their comfort zone—stimulating growth without causing anxiety.

3. Deliberate & Daily Practice

PEL students engage in daily, effortful practice that targets specific, measurable goals rather than aimless repetition. This structured daily habit:

4. Spaced Repetition & Active Recall

Information is naturally forgotten over time. To combat this "forgetting curve," PEL utilizes spaced repetition—revisiting concepts just before they are forgotten and building new knowledge directly upon established foundations. Additionally, our students use active retrieval methods and apply old skills to new contexts, prompting the brain to store knowledge permanently.

5. Multi-Sensory & Analytical Tools

  • Visual-Verbal Integration: Our curriculum pairs precise wording with clarifying visual illustrations to double comprehension.
  • Mind Mapping: Students organize information around central topics to map out complex thoughts, solve multi-step problems, and recall complex structures easily.
  • Elaborative Interrogation: We don't just ask for the answer; we ask students to explain the "why" behind their solutions, cementing their conceptual understanding.

Teaching vs. Coaching: Fostering True Autonomy

Many tutoring programs rely on traditional "teaching," which is typically a one-way street: an instructor lectures, and the student passively absorbs the information. At PEL, we practice active coaching.

Through our process of Scaffolding and Fading, PEL coaches step in with robust modeling when a concept is brand new, then systematically fade their support as the child gains competence. This builds independent problem-solvers who don't rely on parental or tutor oversight at home.

 

Specialized Academic Programs

Singapore-Style Math

PEL’s proprietary math system is built on the world-renowned Singapore math philosophy, focusing on the "why" before the "how":

  • Conceptual Mastery: We teach the underlying logic behind mathematical equations before introducing formulaic procedures.
  • Metacognition ("Thinking about Thinking"): We teach students to understand their own strengths and weaknesses, plan out their math tasks, self-assess their steps, and evaluate their own strategies.
  • 100% Error Correction: PEL students correct every single mistake they make until they reach a perfect score. This habit of striving for precision prevents careless errors, sharpens attention to detail, and boosts their sense of accomplishment.

English Language Arts (ELA)

Our foundational and advanced literacy program takes students from basic phonetic awareness to critical analysis:

  • Reading comprehension, structural writing, vocabulary expansion, and grammatical mechanics.
  • The Free PEL Phonics App: A custom digital tool designed to supplement early reading and phonetic development directly at home.

Character Transformation & Whole-Child Development

For 2026, we are bringing in an integrated Child Development component into our core curriculum. Now, academic excellence really matters, but we also know that real potential is only reached when we nourish the entire child. Not just grades, not just results,

Highly Qualified, Specialized Instructors
Our PEL instructors are dedicated mentors, and they are trained through the PEL Method, not just casually. And to keep that elite level delivery consistent:

  • Every PEL instructor must hold at least a Bachelor’s degree, and many actually carry Master’s or even Doctorate degrees.
  • Our team includes specialists, including former classroom teachers and senior industry engineers.
  • All instructors do mandatory continuing professional development and lots of hands-on training over several years at a successful center before being fully licensed, so yeah, the preparation is real.
